Quick answer: how to convert JPG to PDF
To convert JPG to PDF, drop your JPG files into the converter above (the output is already set to PDF), then download the result. Each image becomes its own PDF, and you can convert up to 20 files at once and download them together as a ZIP. The conversion runs in your browser, so your photos are not uploaded. To put several photos into one multi-page PDF, convert them and then combine the PDFs with the Merge PDF tool.
- Converts JPG and JPEG photos to PDF
- Batch convert up to 20 files, download as a ZIP
- One PDF per image. Use Merge PDF to make a multi-page PDF
- Runs in your browser: no upload, no sign-up, no watermark
- Also handles PNG and WebP through the same converter
- Works on desktop, iPhone and Android browsers

Why convert JPG to PDF?
Many job portals, visa and tax sites, universities and legal filings ask for PDF documents, and some do not accept image files at all. A photo of an ID card, receipt or certificate saved as JPG can therefore be rejected even when the photo is clear. Turning it into a PDF is usually the quickest fix. Check the rules of the site you are uploading to, since some also set limits on file size or page count.
| Feature | JPG | |
|---|---|---|
| Accepted by upload forms | Often rejected where PDF is required | Accepted where PDF is required |
| Multiple pages in one file | No | Yes (after merging) |
| Searchable text | No | Only after OCR |
| Add text or signature | Needs an image editor | Possible with a PDF editor |
| File size for a photo | Usually smaller | Similar or a little larger |
| Opens on any device | Yes | Yes |
When you need to convert JPG to PDF

Turn a photo of a receipt into a PDF you can attach to an expense claim.
University applications
Convert photos of ID, certificates and transcripts into PDFs for admissions portals.
Photos for printing
Some print services accept PDF as well as JPG. Convert once and upload the PDF.

What works well and what to keep in mind
What works well
- Turning JPG, JPEG, PNG and WebP photos into PDF files
- Converting up to 20 photos at once and downloading them as a ZIP
- Keeping files on your device: nothing is uploaded
- Producing PDFs ready to upload to forms that only accept PDF
What to keep in mind
- One PDF per image. For a multi-page PDF, merge the results with Merge PDF
- The PDF contains the photo as an image. It does not recognise text (use PDF to Word OCR for that)
- Higher quality means a larger PDF. Compress the JPG first if a portal has a size limit
- Portals can have their own rules, so check size, page count and format before you submit
JPG to PDF FAQ
How do I convert JPG to PDF for free?
Drop your JPG files into the converter on this page, check that the output format is PDF and download the result. It is free, with no sign-up and no watermark.
How do I convert JPG to PDF on iPhone or Android?
Open this page in your phone browser, choose your photos from the gallery or camera roll and download the PDF. It works in current mobile browsers without installing an app. If your iPhone photo is HEIC, convert it to JPG first with the HEIC to JPG tool.
Can I combine multiple JPGs into one PDF?
This tool makes one PDF for each image. To get a single multi-page PDF, convert your photos here and then join the PDFs with the Merge PDF tool.
Why do forms and portals reject my JPG?
Many job, visa, tax and university portals ask for a PDF upload, so they may reject image files. Converting the photo to PDF is the usual fix. Always check the portal's own rules for file size, page count and format.
Does converting to PDF reduce image quality?
The image is placed inside the PDF at its own pixel dimensions. If the converter offers a quality setting, a higher quality gives a sharper image and a larger file, and a lower quality gives a smaller file. Start with a high quality for documents with small text.
How big will the PDF be?
Roughly the size of the image plus a small amount of PDF structure, depending on the quality you choose. To get a smaller PDF, shrink the JPG first with the Image Compressor.
Will my JPG appear rotated in the PDF?
Photos from phones are usually saved with an orientation tag. Modern browsers apply it when the image is loaded, so the PDF normally matches how the photo looks in your gallery. Check the result before you submit it.
Can I add a signature or text to the PDF?
Not in this tool. This page only turns a photo into a PDF. You can add text and signatures afterwards with the PDF Editor.
Can I convert a PNG or WebP to PDF too?
Yes. The same converter accepts PNG, WebP and other image formats. There is also a dedicated PNG to PDF page.
Are my files uploaded to a server?
No. Your photos are converted by your browser on your own device and are not sent to a server. You can confirm this by watching the network tab in your browser tools.
What are the limits on size and number of files?
You can convert up to 20 files at a time. Very large photos on a low-memory phone may be slow, so convert fewer files at once if that happens. There is no sign-up and no account.
Is the location data (EXIF) in my photo kept?
The converter draws your image in the browser before saving it, which normally leaves the EXIF block, including GPS location, out of the PDF. If privacy matters, check the result, or clean the photo first with the EXIF Editor.
Can I use this for a passport or visa photo?
You can use it to turn a photo or scan into a PDF. Passport and visa portals often have their own rules for size, dimensions and background, so check the portal requirements before you submit.
Can I turn a scanned PDF back into editable text?
This tool does not read text. For that, use the PDF to Word (OCR) tool, which is built for scanned documents.
